The content and structure of teaching and learning processes are established in upper-secondary level VET and tertiary-level PET curricula.
VET/PET curricula may take various forms:
- VET ordinances
- Training plans
- National core curriculum for general education subjects
- Teaching plans, etc.
When curricula are being drafted or revised, various education and training policy implications and subject-specific, pedagogical and didactic issues need to be taken into consideration. For example:
- What conditions and criteria should be used for the content and structure of teaching and learning processes?
- What curriculum models are particularly suited to specific VET and PET programmes?
- What is the best way to promote and support the development and implementation of curriculum models?
- What theoretical bases are particularly relevant for the development and implementation of curriculum models?

SFIVET develops and implements theory-based models and procedures for the development of VET/PET curricula. These models are used to analyse occupational fields, to draft competency profiles and develop corresponding VET/PET training and teaching plans, including qualification procedures.
SFIVET attaches particular importance to research and development of VET/PET curricula.

Reform process:
- Guidance and support for projects to introduce and implement VET ordinances and training plans. SFIVET's R&D Division can help reform committees: define and position occupations; describe the competencies needed to carry out a given occupation; establish the objectives and structure of VET and PET programmes and corresponding qualification procedures.
- Guidance and support for projects to implement core curriculums for general education subjects taught in VET programmes.
- Guidance and support for projects to develop and introduce core training plans for professional college degree programmes.
- Guidance and support for projects to restructure PET programmes that prepare students for national professional examinations (Federal PET Diploma and Advanced Federal PET Diploma).
Validation of prior learning:
- Analysis of competencies to be taken into account in qualification procedures to validate prior learning.
- Evaluation of various qualification procedure models.
- Training of experts involved in qualification procedures.
- Provision of continuing training in the area of qualification procedures.
